Overdue email notifications are not sent when an action has an overdue exception specified, because the exception will close the action.

The rules are as follows:
- Overdue actions with an automatic overdue notification will only work if no exception is defined on the action.
- Overdue actions with an additional overdue notification will work even if an exception is defined on the action.
